I believe they will tell you to still check in on time on the off chance the flight is pulled in. You should at the very least check in online if possible and bag drop closer to the time. Unless they are sure of the delay - like late incoming aircraft.
For US departures, US CBP closes even if you have a delayed flight in the evening, so you have to check in and clear CBP even if your flight is delayed 3 hrs.
