I'm not sure that's the way I'd read section A. To Get Coverage

You must charge the full amount of a Covered Trip to your Eligible Card or in combination with your Eligible Card and accumulated points on your Eligible Card or redeemable certificates, vouchers, coupons, or discounts awarded from a frequent flyer program or similar program.

The big issue with getting the claim to go through is they will need a delay letter from the airline specifically stating that the flight was required to be rescheduled due to weather and resulted in a greater than 6hr delay.

The pre-planning aspect of this question has me a little worried they might have a problem with this provision of the coverage though. (this would be common across Amex, Chase, or any insurance really):
D. What is NOT covered:
  • Covered Losses that are made public or known to the Eligible Traveler prior to the departure for the Covered Trip.
