I didn't realize that banks other than Citi allowed us to use GCs to pay CC balances. If this is true, then there becomes another avenue for liquidating GCs. However, the cynic in me feels that my hopes are about to be dashed

Yes, one card was declining payments, but others were not (also Citi cards). I also tried to pay just under $2k, also was declined.
