There was a bulkhead between 12(mint) and 13, with a few feet of storage lockers. 13 was regular core seats with an emergency exit door, and plenty of legroom. Not sure if it reclined. I was in row 14, which also had an emergency door, and was considered EMS. Row 14 did recline. I find that I don't really use the recline on these new seats. It doesn't add much recline. I imagine the seats in 13 don't recline because of the emergency door in row 14, but I can't be 100% certain.
