If anything, an inflated fare is what I paid), but they would have none of that.
Is there anything I can do about this situation? Why is this the policy at BA? It really makes no sense from a customer perspective.

It is a bit silly for the phone agent to assume that the fare you have is a "heavily discounted fare". The idea behind BA not upgrading or touching the tickets is because the contracted fares are not published so the agents don't actually know what the fare is.
