I think the general rule is: if you buy through a TA then only the TA can make any changes until it comes under airport control. They are the rules.
UuA is an exception, on purely BA plated and operated tickets, as are GUFs etc. UuA you can sometimes do online if it's a simple ticket and paid for in the same currency as the BAEC membership.
