I've seen that on a few flights in Jan, that were either originally larger FC cabins or multiple frequencies, then either got downgauged or the schedule trimmed causing FC to fill with all the existing bookings for that day.
No, it's always a 737-800 on that non-stop with 16 seats. I think the post above about the Formula 1 weekend answers it. Checking exactly one week before, on 10/16, the flight is only showing 1 seat taken, as opposed to all 16 on 10/23.
