I don't know what happens if you select the "exempt" option in the automated call, but I think the two possibilities are that either they accept your answer and simply stop calling, or they ask for the the proof (copy of the PCR test). I'm not sure what is more likely, but normally I would assume they would ask for the proof, so maybe you get transferred to an agent that tells you how to send it.
