The Enrollment on Arrival process is substantially the same for first time applications and renewals, and for US and foreign citizens. The interview is generally conducted at immigration/passport controls. Follow the signs directing you to the CBP officers who can complete your Global Entry interview during your admissibility inspection. If there are no signs, ask the line minders or tell the CBP officer at the booth that you wish to have your EoA interview.

See my previous answer. Get in the ESTA line FIRST. DO NOT go to any "Enrollment on Arrival" office or follow any signs pointing to that, because you will still have to clear the regular process regardless.
Thanks, I would have looked for the Enrollment queue before the "normal" immigration line.
