FWIW, my employer sent a reminder of the specific requirements out with the code at the start of the year, and a reminder about them a few months ago (apparently after complaints when people forgot). The requirements are more of a pain than some other rental companies, but at least for us, it was announced clearly beforehand - if you didn't bring what was needed to the rental, that was on you, not the company or Avis.
