I've never used Budget, but booking through Avis UK as a UK resident I always get CDW & ALI with zero excess included in the rental price, so it's reasonable to assume that Budget will do the same - as indeed have Hertz, Alamo & Dollar. I have, on one occasion, booked through the Avis.com (i.e. US) website - entering my residence as UK applied the same insurances.
