I worked for BA when they had a US center over ten years ago. It was my entry into the travel industry (now I'm a travel agent). One thing that really annoyed me as an agent was the inability to do what was right. The UK offices were a bit more strict, but if I received a call for something like this, I would just change it. The process is so simple, and it is literally the phone agents that are gatekeeping. With all of the schedule changes, there is no way BA can keep up or audit the tickets that are being involuntary reissued every day.

I wouldn't be surprised if, with some luck, you will get an agent who will understand what is happening and correct it.
