Is there a rule in place that prohibits transiting "Europe" while traveling between African, or just bad tech?
You got it, on a single intra-Africa award you cannot transit Europe.

AA moving Morocco to award region Europe was generally a good thing that opened up lots of new possible single award routings, i.e. US-CMN-Europe, however the byproduct is that some intra-Africa itineraries like this will require 2 awards.
