I would say if you are not on a Japanese airline it's going to be a risk -- and probably even if you are -- trying to keep up with all of the global changes that occur every day is admittedly a tough task... IIRC correctly the change begins at 00:00 on the 7th -- which is 11:00 on the 6th US EST - so technically if you originate before that on the 6th -- yeah it's still required....And if you can't get ERFS approval the test is the least of your worries lol...
