If it's a federal policy, I'm confused as to why it would differ between airports?

I have a 12-hour layover (10 pm to 10 am) at HND and am obviously concerned.

Has anyone first-hand experience with an overnight layover at HND recently?
I don’t think it’s a law at least for NRT. The NRT limit is because the airport physically shuts down. You can’t stay in the building and you can’t enter the country, so they NEED you to transfer before the airport closes.

With HND it may be the law or something.
