Flight cancelled within 24 hours

Hi all,
This subject is old and tired but I hope for some help!
I booked with BA on 14/8/20, sometime after 11pm, to fly to San Francisco. the receipt came through at 11.55pm. I then started looking for travel insurance and found out that the USA was closed to visitors from Europe! First thing in the morning I tried to phone to cancel and get a refund, but we all remember what was happening at that time and I couldn't get through, but the message said that I could log in to the Executive Club and cancel there. I did this and selected the 'refund' option because I was going for a specific purpose that was only valid for those dates. I then got a message to congratulate me for getting a voucher! The voucher came through at 19.13 on 15th August, so very much less than 24 hours from when I made the booking.
BA's T&Cs say that 'mistakes happen and if you cancel a flight within 24 hours of booking, a full refund will be given'. I have communicated with them many times, in the hope that I will reach someone that gives a damn, but the answer is always 'tough luck, we only give vouchers'.
I can't use this voucher and feel very strongly that their T&Cs should oblige them to give me a refund - does anyone agree and have an idea on how this can be facilitated?
One further problem is that I booked with cash for premium economy and used airmails to upgrade to business - so obviously would like those 80k airmails reinstated too!
