The title should be changed because nowhere officially says these will be "refillable."
Those folks who like to use communal/refillable/potentially contaminated toiletries are welcome to use these. Dispensers in public restrooms are locked and many people are around, contamination risk is different from a hotel room which has few people but those there are there for a long time. Given how many people disrespect hotel rooms smoking in non-smoking rooms, etc., I do see a risk of misdeeds being done to these communal containers. How high is the risk? Not very. Still, the single use ones should be available upon request for customers who do not wish to use these especially at an upper end brand.
This is a mixed bag for me. With these large containers, I will use the product, very liberally. With the smaller containers I rationed what I was given well. I also usually bought a bottle of liquid hand soap to use in the room if I was there more than a night or two (for short stays I fill a small bottle with liquid hand soap before leaving home) so I suppose these large dispensers will stop me from needing to bring/buy liquid hand soap.
Also to the folks who think this is so eco friendly, not quite. The containers are NOT refillable (read the announcement). The small single use containers were completely recyclable with a single toss. These larger single use containers, to recycle, they will need to separate the dispenser spout from the bottle for them to be recyclable (since there is a metal spring in the dispenser spout). I think the larger containers at TRU were a soft plastic you just sort of squeezed to dispense product so perhaps those were immediately fully recyclable (they were NOT refillable). Will be interesting to see what other Hilton brands do. California's ban on plastic single use hotel toiletries is coming shortly, some chains are moving to foil packet based toiletries in CA due to this rule (have seen at Hyatt and Best Western).
