By the book, one RUC per fare component, so if it is actually a broken fare, you would only be able to upgrade one segment. In practice, I've had it work both ways -- two different itineraries both with availability on both legs, one agent cleared me on both flights, the other only on the long segment (I didn't say anything to influence it on either occasion).

I am hedging and saying "if it is actually a broken fare" because depending on just how long of a layover you are contemplating, I /think/ that (1) even booking multi-city, it will map it onto a single fare if there is one available that covers it and (2) there might be longer layovers allowed to Canada (but maybe that was a height-of-COVID thing and is no longer the case)
