"According to new rules, only Dutch residents can use the Museum Card for a full one year. To others the card will expire after 31 days and they have to go through some paperwork to get it. The Museumkaart website is in dutch language only and online purchase is only to Dutch residents."
"new rules" is right. In May 2022, the website was available in English and those rules were not published anywhere online. Perhaps because I filed a complaint with a government office they decided to publish the rules they were already enforcing.

As for going through some paperwork to get the card, that consisted of signing the credit card slip at the museum that sells the card on site.
