If you are booking via the Budget.com US site, then no insurance would be included by default other than the minimum required by law. You'd have to purchase insurance at the counter separately if needed. Most customers in the US have rental coverage through their personal auto insurance policy and/or their credit cards. If you live outside the US, then it's probably different for you.
