I don't think any airline upgrades anyone for free into Premium Economy ( = Premium Select on DL, not Comfort Plus), not gives suitable upgrade instruments (such as GUCs/RUCs) to bottom tier elites.

You could check the current rules for UA, AA, etc. DL used to give free C+ "upgrades" to everyone on the PNR with an elite. At least in the past, anyone could purchase an annual subscription to Y+ seats (there might have been other goodies included in the price) on UA.

You could split yourself off of the PNR, get the upgrade when available, and then swap seats with your wife so that she gets the better seat while you sit in her original seat with the toddler.
