UAL Visa Credit Limit Consolidation

I've had the UAL First USA/Bank One Visa for something like 10+ years. Many years ago, I gave them a copy of my tax returns in order to obtain a high credit limit. I'm a heavy credit card user and the miles have been well used over the years.

I've had a Southwest Visa also with First USA/Bank One for the past year. In order to open that account, the bank took some of my United credit limit. I tried to close my SWA Visa card a few weeks ago and consolidate my credit limit back to my UAL Visa card. They told me that they used to do this (and I've transferred some of the credit limit back and forth over the past year as I tried to benefit from the bonuses being offered on each card). However, they told me that they no longer allow consolidation of credit limits.

This stinks. I'm wondering if anyone else has had this problem. For example, what do those of you do who obtain a new card every 3 months or so? I'd like to swap my credit limit back and forth for the foreseeable future. And, I'd rather not go through the hassle of sending in my tax returns, etc. every time I switch or get a new card. Is this part of the Chase effect?

Any advice?
