interesting question.
I think it depends on how the voucher is coded and provided - this year, I got a hotel "voucher" by way of a reservation link, rather than a paper voucher.
Delta would also have to have a relationship with the concessionaire in the other airport (i.e. HBJ in Atlanta, Delaware North, etc.)
