The $1100 uplifts from WTP-CW have been around ex-US for sometime. My logic on the matter is that it's so easy to earn Avios in the US, e.g. 100k signup bonuses for credit cards, that BA decided it wanted to cash in on them by charging insane fees to redeem them.
