This is not just in Portugal. Saw it in Greece last month as well. It's a scam, but sadly most tourists fall for it. Always reject the conversion at the ATM. The difference can be 8-12%. And when paying with a credit card, always choose to pay in the local currency, not USD(whatever your card is in).
