DL forums seems to be parroting something about "only if the ticket is reissued" (they have a weird thing where certificate upgrades require a reissue that they don't do until shortly before departure, usually) but I agree this is despicable on both counts. A certificate tendered at booking should be considered part of the payment, at which point you should be considered like any other paid pax - that was always the rule in the past.
