That sounds like a porky pie (from HAL). It was indeed closed earlier this year. Fast track was open again at least on Jul 30 as I used it. And you're saying it was closed again. I can't imagine BA deciding to discontinue it, start it again, and stop it again all within a month or two. Much more likely HAL did not have the staff to man it or something else is going on (e.g. some form of IT problem).
