I'll add to the 'I suspect it depends' column, but I've been delayed in both Edinburgh by 90 mins after closing time and Berlin (generic lounge) 1 hour after closing, and both were kept open.

The Edinburgh staff were lovely, in fact; the inbound plane left London at the time it was supposed to leave Edinburgh, so they replenished everything in the lounge when they were about to clear down.
