Why would you advertise (not allocate) the gate earlier? Gates can change (previous plans goes tech for example) and equally whilst waiting for a gate, pax are more likely to use retail outlets which are a revenue stream for the airport.
Back on topic, I never expect a lounge to open late but always delightful and ensure I thank the staff when it does.
I believe the difference between most US and European airports in terms of gate allocation is that :
In the USA a particular airline is often permanently allocated gate(s) for its own use. So for example AA may operate all its flights from gates 5,6 and 7 at Springfield airport.
In Europe gates are allocated dynamically by the airport, often quite close to landing time - generally any flight could go from any gate. There may be preferences and differences in facilities at each gate that narrow down the selection (eg plane types it can accommodate or national/international ).
