Are there any spend exclusion categories? For example, in Singapore, Amex cards exclude the awarding of MR points for government, insurance, certain petrol, electricity payments - hence wondering if UK Amex cards have the same concerns.
I cannot help with the former, though I suspect the main issue with anyone in that position would be the relative lack of UK credit history.

For the latter, I don’t know for certain but I’ve never heard of or experienced anything like this - the main issue is that some places don’t accept Amex (or in some cases credit cards at all). I think HMRC is a good example - if you have a large tax bill to settle, IIRC you can’t pay by Amex. There used to be ways of creatively working around this with products like Curve etc but I’ve never done it and I think such loopholes are actively closed.
