What the agent is trying to say is they are no longer entertaining such requests to add a waitlist to an existing PNR. Sounds like if you want to waitlist, you are supposed to do so online with a new PNR created.
I've been told this sometimes on chat recently. But if you try again later you'll probably get it done, I've managed twice this week
