do u already have a ticketed Advantage Y at 55k? And now you are trying luck to waitlist 51k Saver in PEY?

Firstly, agent don't do waitlist anymore, so I don't think you can even call through and get them to do it for you. You will be directed to waitlist online.
If the PEY waitlist clears, you have the option to cancel your Y Advantage and redeposit the miles (for a fee of course) and then ticket the PEY Saver. So yes, you can get back your miles, albeit with a fee.
