i already have the card so cannot provide a confirmed data point but as this was not a targeted promo and was advertised I would expect it to apply to all card holders. All the bloggers described it as a reason to get a new card, but certainly no guarantees.

when considering remember you would have earned some of those 15000 points without the promotion as it maxes out at 10 points per dollar. Best to use for 1x point purchases as you’d get 14000 extra points if you use it on AC purchases already earning 3x you are getting an extra 12000 points. Still a good deal but not 15000.
