All airlines starting a new destination from an airport are entitled to some form of subsidy from the airport. The airport waives handling charges at a minimum. The opponents of the proposed 3rd runway in Munich uncovered a lot of this as part of their quest to stop the expansion. Meridiana skimmed off millions of MUC over the years.
