I made booking with the portal but when I went and looked within United it said I was getting zero milage accrual and it would not let me apply PP to upgrade. Booking class showed as Economy H. I even booked a fully refundable, so not basic economy
How long has it been since you made the booking? My experience with booking UA flights through Chase is it takes some time for that to register properly. Most recent data point was mid-July; morning booking didn't show up correctly on UA app until mid-evening.
