You just have to experiment and find one that says No Service even when it's connected.
I do not see "Network Selection" in my Cellular settings for iOS 15.6. Does this show up only when roaming?
Generally this is a setting the carrier pushes to the phone - many do hide the network selection option if you're not roaming.
I wish Apple would just allow you to turn off all cellular connections while leaving the line on for WiFi use...
