Skypesos are completely different currency than FB miles, so no, you cannot book using DL miles direct with FB. You have to rely on partner availability that FB allots to Delta.

Same is true for any airline alliance. One cannot use say, SAS plus miles directly with Lufthansa, rather see what LH makes available to SAS.
