A green-tagged bag cannot be checked to the final destination, because there's no destination information on the tag whatsoever. Nobody would ever know where to send it or to whom it belongs.
Sorry, but at CMH it's not 'very occasionally'. CMH have been delivering gate checked bags to baggage claim ALL THIS YEAR... might just be an anomaly, but United's CMH ground operations are a disaster (the check-in agents have not had priority tags for months now either... ).
Agree on the rest of your statement though - green tag baggage claim delivery would only be at out stations for the reasons you state above. In fact I might complain the next time it happens at CMH by saying I have a connecting flight to see how they respond!
