I'm flying on an international flight and I want to carry on my backpack (camera gear) and a standard carry-on Rollerboard.
Unfortunately, my first flight is united express Air Wisconsin which says they do not take ANY rollerboards in the cabin and green-tag them.
That's OK if I am guaranteed to get my bag at the GATE so I can then bring it to my international flight(s)
I've heard horror storied of GATE-CHECKED luggage being checked to a final destination and never heard of again or at least for a few days.
This trip is too important to not have my luggage.
Anything with a green tag will be delivered at the gate. There are no guarantees in life, but it's extremely rare for a green-tagged bag to go missing, as they're loaded directly onto the plane by the ramp crew during the boarding process.

You will very, very occasionally hear reports of green tag bags being delivered at baggage claim in outstations where nobody's connecting. I can't imagine that happening at O'Hare.

A green-tagged bag cannot be checked to the final destination, because there's no destination information on the tag whatsoever. Nobody would ever know where to send it or to whom it belongs.

And, yes, the Air Wisconsin CRJ has no room for roll-aboards. You can fit a large briefcase or a laptop bag, but nothing much bigger than that.
