Seems like a very strange move, especially since JOG is apparently being kept for cargo flights.

Wikipedia says there's a train that runs from YIA to the city center, a shuttle bus between YIA and JOG, and a new toll road in the planning or construction phase:

The two former options would probably make the trip to the Hyatt a 90-minute journey, since going into the city would be a detour.
