Well let me put this simply, no TA can do a UuA - hence why you have always had to go to BA to do it.

If you think about it, it makes sense. A TA does not have access to your BAEC account and your avios, and unlike with GUFs there is no process a TA can set up the UuA and send it off to BA to get approved.
