A JAL flight to PDX has probably been rumoured more times than Delta have been rumoured to stop the flights.
As Delta has moved the flights to Haneda, they are unlikely to stop the route, as Haneda is not part of the open skies agreement, and they would need to apply to DOT to get a new route approved. If they do AA, UA, HA would definitely try with all their might to show that the slot should be shifted as Delta has not used it well.... But admittedly the only reason that flights between the US and Japan are full these days are connections to Asia. And well, then Hawaii routes. And Delta is weak on connections, so I can understand that they hesitate.
With the extra time required to go around Russia for CDG/LHR/FRA/HEL, with DFW going daily to Haneda and keeping the NRT flights, the 777-200ER out of the international fleet, and still some freight only operations running, I am not sure there is capacity for new routes these days.
But I do feel that it is probably one that JAL probably has on the drawing board....
