My point is, lounge/hotel breakfast do not necessarily associatewith expense. They get per diem, AND eat free lounge breakfast (or free hotel breakfast). That is why sometimes the lounge/hotel breakfast has nothing to do with EXPENSE.
And yes, people steal.
