Suspect the page was created some time back, but the link only e-mailed to July-Sept year ends, so only they got to see it. If you're the intended receipient, then the page makes perfect sense.

But to the other 75% of Silvers, the wording is very confusing. It would be inevitable that the link would leak out, or be indexed by search engines.

I don't think anything has changed though.
