No. You can cancel the return and replace it with another DUB-USA flight. You cannot get an ETC and then use it toward the purchase of a new round-trip; that will cause it to re-price and the credit will be just the $100 fare difference between USA-DUB RT and USA-DUB one-way.

Yes, 200K isn't a great value. However, if it is, in fact, really easy to upgrade (not my experience when I was searching, but I readily admit I haven't looked that much), then it may also be really easy to waitlist (and clear) a saver business class award. That should be about 60K miles.
