Perhaps the key question is:

What is the compelling interest that the EP has to regulate airlines on the issues of bumping, other than set suggested guidelines and make airlines clearly publish what each airlines policies are?

On SAFETY there is a very clear and compelling reason to regulate and then closely enforce those regulations, but why regulate on bump/cancel compensation?
