I'm not so sure that I'd want to go to Korea in the winter (except maybe Jeju). Incheon and Seoul are both extremally cold even when the sun is out. Busan isn't much better with the only real difference is that there's a slightly better chance of sun and the wind comes from the West instead of the East.

Spring and Fall is a completely different matter.
