Yes, the two-seat side can handle a standard carry-on bag lengthwise. Be aware that because there is no room for a full size carry-on on the 1 seat side, there is often a lot of people trying to use the same bins so if at all possible, try and put your smaller carry-ons under your seat. I have seen many times where bags need to be gate checked.
