Pax with other safety impacting special needs are routinely turned away if they didn't make the necessary arrangements in advance.

Agree, I have no issue with child seat reservations being free since it is in everyone's best interest.
It's the knowingly "I'm going to save a few pounds by not planning in advance and letting others deal with this when I show up, their inconvenience be damned" approach the grates.
