Also, I'd imagine the policy is partly because of safety. Ensuring a 2 year old (or older) stays sat down and belted up during seat belts signs on.
It would be a simple IT matter to require any itinerary with child tickets mandatory advance seat selection next to an accompanying adult.
Pax with other safety impacting special needs are routinely turned away if they didn't make the necessary arrangements in advance.
